Abstract
This Version 3 consolidates the measurement, prescribed-cone, and conditional-horizon audit of Series-I-IB-Enter-A. Unique local objects are retained and sharpened: calibrated measurement with eigen-sector nondisturbance, semantic no-cloning and confluence, destructive-clock access with the encoded inverse as a distinct task, the scheduler countermodel with directional cone reconstruction under calibration hypotheses, FLRW echo reach at half the one-way radius, cyclic-clock bandwidth, and anisotropic support-function reach. Sibling FLRW-reach and Big01 developments are cited as style only and are not re-expanded here; local floors and one past-only countermodel are kept. A purity-versus-marginal lemma, a finite no-CCR obstruction separating the bandwidth bound from a canonical pair, an explicit Hausdorff O(ε) cone modulus, and a self-contained Gaussian cross-coherence identity K_AB = log Γ₋ − log Γ_A − log Γ_B are added. Seven research conjectures are oriented around one fail-able cross-experiment relation that pairs that identity with joint geometric–quantum access estimation; they remain research claims, not theorems, and close no open gate. No spacetime emergence, Einstein dynamics, inherited quantum coefficient, gravity, dark-matter, or mediator identification is asserted.
